Roller coaster internet strength

For more than a month my home internet goes from very strong to very weak all of the time. There are several places on my street where cable that should be underground but it is not. In one place the cable is laying across the road, so being driven over all of the time, and has been this way for at least six months.  I’m not a technician but my guess is this may be the problem. 
I am writing this because I have called the customer service number 4 or 5 times at this point. The last two calls said a technician was coming out. Not only did no one show up, but no one has even called. I’m really not sure what I’m supposed to do at this point. I am paying for service and no one at Xfinity/Comcast will help…they say the right things…but nothing gets done.
