Residential Easement Information and Potential Variance

Hello,

There is a utility easement that runs across the front of my residential property in Golden, CO.  After speaking with the county clerk and recorder's office and the city planning department, they both said I need to contact the easement holder to get more detailed information about the dimensions of the easement.  I'm trying to build a deck on the front of the property, so depending on the dimensions of the easement, I also need information about seeking a variance to allow some encroachment.  Please let me know to whom I should speak.
