Direct messaging isn't allowed until an official employee asks you to do so; it's against the Forum Guidelines and the Acceptable Use Policy to send anyone an unrequested DM/PM.  Also note, if you do send one without being asked to do so, it could possibly be ignored.

You can't.  Promotional discounts are designed to bring you into the service at a reduced price and then charge you full load when the promotion expires.

Now, if you cancel your service after the promotion expires and then return a few days later, you would then again be considered a new customer entitled to any promotions currently in effect.
