Refund and inability to cancel my services

I stopped my cable at the end of June and continued to get charged:  I called back in July and asked again to stop being charged.  I finally called back end of July and cancelled my internet.  I keep getting billed!  No one will cancel my service!  The agent told me I am owed over $350 back.  I have not had any success to get a refund!  I keep getting refusal letters,  I have been with you since 2001 but never again!  Terrible customer service!  Can someone help me?  I cannot talk to another person in a third world country for hours anymore!
