Promised lower bill with Ipad

I contacted support to ask about excessive data charges. The answered my question  but then proceeded  to ask if I wanted to lower my bill.

I said sure. They said they could lower my bill and include an iPad with the new lower rate. I said I didn't need an iPad and didn't want a mobile number. 

He assured me it would all be included in my new lower rate.

How or  do I  evensend back the iPad which I have not opened or activated.

How do I make sure my bill is actually lower?

They said my plan would be the same but it isn't as I am missing premium channels.
