Pre service issues

Moved to new apt took modem did self installed. Service was bad at startup. Sent out tech had filter on line removed worked fine. Sent me bill $100 for indtalll I called argued this they said then it’s a repair and it’s still $100. How can it be either when the line shud be in good working order from Xfinity to customer to be able to offer service in the first place. Disgrace!!
