port fowarding not open the port

I have port forwarded many times in the past, For some reason it will not open the port on my computer 
It is the Minecraft port 25565.
I have reinstalled the app
Disabled security, disabled firewall, Re-enabled both after it failed
Restarted both my computer and router
Deleted and created the port foward
check my 10.0.0.1 settings, all devices on DHCP

I have never had this much trouble in the past getting this to work...
