Phone Upgrade

I’m looking to upgrade my phone which is fully paid off. Although, when I go to upgrade from the app it tells me the new device will need to be paid in full even with the iPhone 16 promo available for new and existing lines. Do I need to go in store and do I need to pay for an upgrade in full?
