Phoenix Loss Control Invoice

We have received multiple letters from Konkordia Phoenix, who is representing Comcast, with an invoice for $422.50 for an intentionally cut above ground cable.  We did not cut the cable and are disputing this invoice.  Please provide information on how to dispute this invoice, as we did not damage Comcast property.
