PG&E Power Outage - does Comcast remain available?

As a telco guy, I know that landline phone lines are required to have battery back-up just in case of emergencies, so AT&T will remain up, but was wondering if Comcast also has power if PG&E has a local outage?  And if not, why not? 

If they are providing voice services, i.e. VoIP, the should also be required to provide the channel/cable to support that service. 

Am interested as I am considering make a solar panel and battery back-up and was wondering if the internet would would be operational during the outage.
