Pedestal

There are 2 pedestal in my front yard. One is visible from the front of the  house and the other one is on the side of the house. The pedestal in front of the house is damaged and eyesore. For now i would like to switch the cover or replaced the damaged cover. How can i have someone replaced or switch the cover?
