Pedestal not in ground

Why was this installed, above ground and not with any way to hold it down.  Black should be at ground level installed.  Worst it gets knocked over with evern snow plow that comes by.....

Thanks for reaching out to us,  Easement rights are a public utility right-of-way that helps Comcast maintain its equipment. In the areas where Comcast has overhead cable lines, the space for the lines is rented from the public utility. For areas where the cable lines are underground, the easement is usually three to five feet in from the sidewalk/roadway or maybe in a backyard. If you’re concerned about the location or the condition of a pole(s), please contact your public utility company. Any easement that may exist on any property is always noted on the title report for that property. The title report is provided to the property owner at the time of the purchase by the title company.
