Payment arrangement problems

I had a payment arrangement for yesterday. The money was taken out of my bank account, its not reflected on the app and now my service is shut off for non payment. I try to get ahold of someone and the automated service tells me an agent can't help me until my bill is paid. Which the whole problem is that the money was taken out!
