Over charging

I travel outside the country and make sure that my cell data was off and the roaming was off. I bought Internet through Airalo and now Xfinity is charging me over $80. When I called the customer service, they told me the same thing; there is nothing we can do. They claim that the $80 is the amount they have to pay to the international cell towers. Xfinity has a history of their deceiving their customers and charging them for services that’s why they have a lawsuit with the Washington state.
