Outside wire exposed on ground

Orange wire is exposed on ground between pole and house, Concerned it could be cut and become a tripping hazard. How do i report this

Comcast buried the cable wire a while ago but did not burry the wire that was under a tree.  The tree has been cut down and now the cable wire is exposed.  Need to have the wire buried under ground as soon as possible.
