Outside Above Ground Line Damaged

Hello,

Both Internet and Cable down.  Checked all connections.  The line that runs from the house to the line hanging from the utility poles is damaged. The damage is where the house line connects to the utility line. About two feet of the sheathing has come off the line. It blows in the wind, so sometimes the sheathing is off the line and other times it lays back down on the line. Could someone please come out and fix this?  Also, since I am not receiving your service I expect a credit.
