Outages at my location are not reported correctly.

Outages happen, I know this, and generally that's fine. However, whenever there is an outage to the northwest of me, I also have an outage. The problem is, it always says my location is just fine. Thus, when I try to report an outage, I get run through the same "diagnostics" that I've been dealing with for decades. The solution is always "send a technician, replace the  modem". This is a waste of my time, and your time and resources. I have seen on this forum that this has been a problem for others, and apparently it is repairable. 
That's all I am asking for, and I thank you in advance for any assistance you can provide.
