Our fiber optic line travels 400 feet and has been cut 4-5 times in the past 1 1/2 years.
The fiber optic line needs to be buried in appropriate conduit such as HDPE telecommunications conduit rated for underground burial. This has not been done. Conduit was only used for about the first 6' of cable leading from the house connection. How do I insure once and for all that the line is buried properly so that it doesn't get damaged as it has many times in the past 1 1/2 years since we first acquired it? Also, how can I arrange it so that we are home and can provide information and direction to the technicians who bury the line?

I am sorry to hear your line has been cut that many times over the past couple of years. Are you having the areas marked before any digging occurs? @user_xfg57q
