Orange comcast cable only 3” deep broken

Doing some landscaping in my backyard I unfortunately ripped out my comcast cable out of the ground which was only buried 3 inches below the surface of the ground. Why was it buried so shallow and why is it an orange cable. I thought orange cable was a temporary line? How is this going to get resolved?
