Orange Cable Still in My Yard

A request to bury a cable was created in February. It was understood it would be a month or more before it would happen due to the frozen ground. My Account shows that the utilities have been marked. They have not been marked. It was also my understanding from a previous conversation with an agent in March that the cable was to be buried today. This also has not happened. Who do I contact to get this done?
