One Additional Question re Free Smartwatch "On Us" Reward

If I utilized the reward, can I give the watch (along with the cellular service I will be paying for) to a family member whose cellular service is not on our account? This family member has their own Xfinity mobile account for their iPhone. I raise the question because as I was about to purchase the phone I noticed the following note "Smart Watches - 1 line data counts toward data option of its paired phone."
