Old Phone Line Down

There is what appears to be an old phone line hanging from a telephone pole, down across two trees, leading all the way to the ground, and lying across the driveway, at [Edit: Personal Information].

I do not know if this is a live wire. Please tell me how to proceed with reporting this to the appropriate persons.
