No response for downed wires

I have reported internet outage downed wires at my home using your online link which seems to register nothing. Contacted an online agent who promised someone will be here today 3/9 but no one showed up ( I have proof in text message of the interaction). Contacted a live agent on phone after  20 mins of waiting to learn that no appointment was made for today. Requested to speak to supervisor but agent couldn’t get anyone to come to phone. Is this what a customer of 30+ years should expect? I’m frustrated and will be looking for alternatives.
