No option to activate peacock

I am unable to activate peacock with my account. I am following these instructions. I have chatted and talked to several people from xfinity, who ask me to follow those instructions. There is supposed to be an option to activate peacock, but no such option exists. I have tried several browsers over different days. I have cleared caches and done incognito/private browsing windows. There is no activation button no matter what.

I never got an email about peacock, which one representative told me he would resend. He did not.

The guy I just talked to told me to log into peacock with my xfinity login, but there is no option to do that because it doesn't know the email and asks me to sign up for peacock. He is supposed to talk to his manager and call me back tomorrow. 

How on earth do I activate peacock?

The representative did not call me back.
