No electricity for FIVE DAYS

Comcast dug in my neighbor's yard but she is not a comcast customer. They have been without power for 5 days and was told it would be fixed but nobody came out, and she can't get in touch with anybody. I called and got a ticket but these people can't wait longer for ELECTRICITY in HOUSTON to be restored!! This is shameful. Please tell me what to do to help now and not in up to 14 days like the text said it could take. I was told up to 24 hours when I called but that is still too long.
