New service, new construction

Hello 

I developed a small, 6 home subdivision 

The new homeowners are having difficulty setting up new service.

I am trying to help them out, though the infrastructure for the lots was done by a different builder prior to my involvement, everything should be in place to set up new service. 

They get different answers from different techs on different days 

- some techs will splice from the street

- some techs refuse to splice front the street

- one tech said they cannot run service because of trespassing issues (though there are utility easements in place)

- one tech said no conduit is in place and they need to trench though there clearly is open conduit down the utility easement and to each home's service panel for this purpose.

I'd like to do what I can to help these folks get service, I'm surprised they are having such a hard time. 

What department do I need to contact, as the developer, to help try to get their situation straightened out?
