New service installation

We moved to a new townhome in late June. The property is new construction & we've been trying for weeks to get service. We've been asked to provide copies of utility bills showing the service address, but still have not had any luck. We were told the property doesnt have the infrstructure in place, which isnt true as there are units directly in front of ours with xFinity service now. We're not sure what needs to happen to finally get service? We have your service at another property we own which works great & we're hoping to add it to this new townhome as well.
