New Residential Construction Service Transfer

I am attempting to get service connected to my newly built home. It is in a neighborhood that is serviced by Xfinity. The home is pre-wired for Xfinity but there is no box on the house. The wires are all ran to the corner facing the road and are on the house where a box would go. I have called customer service many times, but I cannot get anyone to understand these factors. The address is not available for service on the website but that is only because it is a new home. I was told that I would need to provide proof of ownership/residence. I have that but the supposed emails that would allow me to upload these documents never arrive. Customer care has promised these emails twice already. I am getting really frustrated. Please help.
