New hard line run from plant

How would I go about requesting for a review or feasibility to run new hardline for new service drop - Existing Hard line about 1/2 mile away.  There are already Powerlines running to new service addressee, from an existing hardline Comcast lines.  If such a line was ran Xfinity could pick up 12 to 20 new subscribers within 3/4 mile radius.  Already conducted a preliminary survey and checked on Easements of existing power infrastructure.
