Thanks for taking time to post on our Xfinity Community Forums page, @user_vzh6mf. Sorry to hear it is not making it past the welcome screen when trying to set up the DVR. Make sure the connections are secure at the wall outlet and the back of the DVR. Is this DVR replacing older equipment or is this the first time you are using this outlet?
