New construction

Hi there - I recently bought a condo and need service. It’s a new construction condo and the previous building was knocked down and rebuilt. The city made the builder change the address. The old address is serviceable and the new address is not. I keep calling and submitted a ticket and nobody is helping. Does anyone know how I can escalate this? The new build is in Chicago.
