New Construction - Need new service from pole in street to new house

We are building a new house on an empty lot and our electrician is currently trenching for new underground electric and cable service.  The electrician has asked for an onsite meeting to review.  This new service would start in the street at an existing NGrid pole then goes under the street approx. 50' then up a shared private lane that is 300' then up our dedicated private drive of another 300' to the house.  What we understand is service from pole to private lane would need to be a primary cable as it would serve two properties then split to the two properties.  Who can I talk to about new service?  thanks!
