Never installed

Comcast never finished my install and are emailing me about my bill. I signed up in April, a tech came out, said he didn't know which line was my apartment, never showed back up. I've called twice and they said twice they'd send someone out. It's never worked.

Now they're emailing me and sending mailers for billing and threatening to cut my service, WHOCH FOR FOUR MONTHS THEY HAVE NOT INSTALLED!

I've been working off my hotspot this whole time.

Is there any actual way to get Comcast to help me out? The customer service number is more interesting in selling me more services that won't work, rather than fixing the one I'm already paying for that doesn't work. It's about charge back time.
