Neighbor's Xfinity cable line has not been buried in nearly a year.

I have made multiple calls, endured multiple chats, made multiple visits to the local office, and no progress has been made for the significant safety issue of an unburied cable line in my backyard.  Today is November 4th, 2024, and the line was placed at the beginning of 2024.  I have filed multiple safety concerns through Xfinity with no resolve.  I have now contacted local and state regulatory commissions as Xfinity has not fulfilled any effort to complete the task.  For the love of all things good, can an actual person contact me with an actual solution?
