Neighbor's Comcast wires are pulling down my gutter

I own and live in a row home. Comcast attached my neighbor's connection to my gutter with black zip ties, and it's pulling my gutter away from the front of my house, not to mention it looks awful. I want my neighbor's connection off my gutter and the front of my house in general, it should be connected to their house and/or their gutter if needed. How can I report this to Comcast? I can only find options to report a downed wire.

To send a "Direct Message" to Xfinity Support:

 

Click "Sign In" if necessary

Click the "Direct Messaging" icon or  https://forums.xfinity.com/direct-messaging

Click the "New message" (pencil and paper) icon
The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there

As you are typing a drop-down list appears. Select "Xfinity Support" from that list

An "Xfinity Support" graphic replaces the "To:" line

Type your message in the text area near the bottom of the window and press Enter to send it.
