Neighbor Hack

My upstairs neighbor said they've been hacking my computers, cellphones, and any digital devices in my home. They've also stated that they "spoofed" my home internet to track me to several states/hotels/stores etc. via store cameras, in-room hotel smart tv's etc. 

I have had to unplug my home router/modem in fear of them continuing their attacks. I need this matter looked into immediately. I can be reached at [Edited: "Personal Information"] or [Edited: "Personal Information"]

@XfinityKimberlyB​ I received a 404 error on the link sent. Actually, anything I click for Xfinity to fix anything is a 404 error?? This is a serious, and urgent matter. I'd like someone with experience in dealing with these types of issues to either email or call pls.

My neighbors are hacking my wifi, turning off my service, switching it on again. I have changed the wifi name, and within a day, they are back to using my wifi. This is stressful, yet I am paying the high bill for others to manipulate. How can I stop them, as there are no cement walls btwn us. What is the answer for me as as paying customer?
