NEED TO SPEAK WITH A HUMAN REPRESENTATIVE

I attempted to call 1-800-934-6489 but have just been referred to the chat assistant which have been unsuccessful at getting me a representative or providing an answer to my issue. 

UPS that a device was delivered at my place (expecting two deliveries, either the modem or the iPad) and I never received it. Stated that the delivery person MET the customer but I never received the package. I live alone and didn’t hear anyone come at the door. I’ve been trying to get hold of someone to help me with this issue!
