Need cable buried.

We've had someone scheduled three times now in the last 4 months to come bury a new cable that was run.  Someone came the first time and buried the part in our yard, but they did not do the part in the neighbors yard where the box is.  The neighbor disconnected the cable and pushed it back under the fence, shutting off my service.  It took 3 days to get someone out to reconnect the cable.  They called and set up an appointment to have the exposed cable buried.  That never happened.  We've called again when the neighbor started threatening to disconnect it again and set up another appointment to have someone bury the cable.  No one showed up again.

I need this resolved immediately.
