My Internet Line hasn't been buried for over 2 years at this point even though I called in multiple times to get it burried

Exactly as the Title is. 

Called in multiple times to get a team out here to bury the line. Every time they said they would get a team out there.

At this point I just want it done, I'm not going to waste time sitting on hold on the phones to get this scheduled anymore. 

Is there anyway I can just email someone to get this handled.
