moving wires from behind commercial center

I own a shopping center with multiple tenants using Comcast. However, coming down from the utility poles in the back there are many lines that are no longer in use. My electrician said he cannot touch the lines coming from the poles to the building. Who do I talk to at Comcast to have them come out and remove all unused/inactive lines?
