moving device and service to a new account holder

Is it possible to remove one of my phones, phone line and internet package into another persons name, basically separate both my phone and internet and move into a new account and new persons name?

The account holder for my residency has moved out. I would like to keep my phone and internet package intact and keep my same phone number and paid off device.

I want to move my phone and internet package to a new xfinity account that is not created yet. Can I do both at the same time or do I need to become an xfinity customer first before moving devices and services to another account?
