Modem coming up as a rental even though I bought it myself

Hi, I just bought a refurbished Arris modem off Amazon and when I went to activate it with Xfinity, the rep told me it was a rental and I needed to pay monthly for her to activate it. Does Xfinity sell their old customer modems through Amazon without deactivating the macs in their system??

Our modems are not available for resale. I would recommend returning the item to the seller so they can return it to us. I can see how this would be disappointing news. I have included a link for the compatible modems if you would like to purchase a different modem. We can also offer you a new rented modem as well.
