Misrepresented promotion and Unprofessional service

To Customer Support Management,
I am writing to formally express my extreme frustration regarding a billing error on my account and the unacceptable level of service I received at your Daly City location.
In December, prior to traveling outside the country, I upgraded my phone based on a promotional offer that required no trade-in, offering $400 off via monthly credits over 36 months. I agreed to this 36-month payment plan specifically to take advantage of this savings.
I recently noticed I am being billed the full amount of the phone rather than the agreed-upon discounted price.
I went to your Daly City office to resolve this, where I was assisted by a representative named Sabrina (blonde hair). After I explained the situation, she pulled up my account and rudely stated that she didn't see the promotion and that she "can't do anything about it."

While I understand that promotion issues can happen, the Adamant lack of care, dismissive tone, and unprofessional demeanor of your employee were unacceptable. Sabrina made no effort to help, escalate the issue, or provide a resolution. 
Unprofessional Behavior: The lack of empathy and adamant refusal to assist by Sabrina was unprofessional. Furthermore, when I asked if she could assist with other account matters, I was told to use the app instead. This behavior is unacceptable when a customer is facing a financial error caused by your company.
