Low hanging line blocking a street

There is a low hanging xfinity comcast line that is hanging down from a large cluster of xfinity lines and a pole that is in the way of traffic at 2018 Panama Street in Philadelphia 19103.   The line is in the middle of the street obstructing traffic.
