lost equipment, outstanding payment fees

i’ve lost my equipment when moving out in september of last year and i’ve paid a fee multiple times. i’d like to turn it in as lost but i seem to get confused on trying to find where i need to report it at. the fee is outstanding price and i just need to figure everything out.
