Lightining Surge Claim

We had a storm over the weekend with a lightning strike very close to the house. The modem was fried, as well as a TV, Xbox X, and Laptop Docking Station that was all plugged into the modem. All items are on surge protectors (they are fine and still functional). Looking outside, the coaxial cable running into the house is not grounded, the wire is just hanging. Is Comcast/Xfinity responsible for the damage due to what looks to be an improper installation of a ground wire?
