letter of no objection

Hello, I am trying to get in touch with someone on the engineering side to get a letter of no objection. I am trying to legalize a structure that encroaches on an easement. Local zoning requires that I get a letter of no objection from each utility company.

I have called and haven't had any luck. I live in MIAMI-DADE County.

Thank you!
