Landline transfer

Iam still waiting for the transfer bof my mom's landline phone I had to call tonight which the guy tells me there is no order he comes back to the phone band tells me she has a temporary number that if called will work bottom line it doesn't work no dial tone my mom 88 years old no phone for weeks!
