It says I have to return the router to downgrade?

As it's the last month of ACP, I'll be switching to a cheaper plan, but when I go through the process to do so, it tells me that I'll have to send back the router/modem I have been renting in exchange for a new one, even though I'm merely downgrading. Is that really necessary? I don't have a printer, and my access to transportation is quite limited at the moment, so it will be difficult to get it to an xfinity store in time.

Hello user_ml9akv  it sounds like the services you are attempting to move down to are not supported by the current modem.  In these cases, we do have you switch out the modems. Since transportation is an issue, we may be able to assist.
