It has to be designed to not help you to be this bad

My mother and step father are elderly and have limited income. I am a manager on there account. After multiple attempts they qualified for the Affordable connection program. This would discount there bill $30.00. As a manager I was not allowed to apply for this program for them. My mother gave them the information which was already approved and there has been no change on there bill. She will try again. Just like if there is any problem with there service it will take multiple attempts to get anything done if you can get them to do anything at all. There system has to be designed this way to be this bad. It's worse than bad. It has to be intentional. What ever you do stay away from this company. They are the lowest of the low.

Whoever holds the account [whose name the account is in and is responsible for payment] is the person that needs to apply to the National Verifier for ACP.  So, if your mother's name is on the billing statement, she would be the one to apply; if your father's name is on the billing statement, he would be the one to apply.  Once approved then it's time to notify Comcast so that they can apply the discount to the account.  Be mindful, however, that information between the two must match exactly or the discount won't be applied.  For example, if Comcast has the billing name as Bob, but Bob went to apply for ACP and gave his name as Robert, the discount won't be applied.  So, if the billing statement is in your dad's name, the discount won't be applied because your mom applied for it.  I hope this makes sense.
